Demis Hassabis recently proposed a governance framework for frontier AI — one built around industry-funded oversight and US-market certification. Read closely, the structure does something quieter than pure safety regulation: it rewards incumbency and makes non-US models harder to compete against, whether or not that was ever the intent.
